Is Chili's HMS certified?
No. HMS has neither certified Chili's nor inspected the suppliers behind the meat served at Chili's, so HMS cannot confirm that anything on the menu is Zabiha Halal.
What HMS would have to check first
HMS certifies only what it checks. That means tracing the meat to a slaughterhouse where permissible animals are slaughtered by hand Zabiha with Bismillah on each animal, then reviewing storage, preparation surfaces and the ingredients used across the menu. Certification is location by location, so if a Chili's restaurant were ever certified it would appear in the HMS certified directory with its scope listed.
Where Zabiha status cannot be established, the HMS advice to consumers is simple: do not eat the meat. Verification exists so that families do not have to rely on guesswork, second-hand reports or a memory of what somebody said several years ago.

Convenience is never a reason to eat what is doubtful. The Prophet ﷺ said:
“Leave that which causes you doubt for that which does not cause you doubt.”
