Does HMS certify Denny's?
Not currently. Denny's has not been inspected or certified by HMS, and HMS has not traced the meat served at Denny's to its source. HMS cannot describe it as Zabiha Halal.
Why HMS cannot vouch for it
HMS certifies only what it checks. A sit-down kitchen has to satisfy more than one question: hand Zabiha slaughter with Bismillah on each animal for every meat category, separation from non-Halal items, and recipes that do not rely on impermissible ingredients. Any certified Denny's branch would be published in the HMS certified directory, because HMS certifies addresses rather than brand names.
Remember that HMS certifies a specific location or product rather than a company as a whole. One certified branch never makes every branch certified, and one certified item never covers an entire range, so check the entry that matches what you are actually buying.

When the source is unverified, a Muslim leaves it. The Prophet ﷺ taught:
“Leave that which causes you doubt for that which does not cause you doubt.”
